When did bad words become bad?

When did bad words become bad? meaning, when did the F word and the S word become so bad? and who decided they are so bad and had the authority or influence to make that seemingly unwritten rule. I mean it is against the law in the USA by the FCC if someone uses "foul language" I guess on public TV or Radio and basically in general, especially in religious settings and what I want to know is who and when was this decided, I researched the origins and came up with the S word stands for "Ship High In Transit" for boat that carried poop and they were an explosion hazard and the F word supposedly comes from the german word Frichen, so who made these crazy rules??

Bad words became bad when they started to be offending. As for posting new topics, you have to go to history.com feedback forum for answers.
