st. louis underground????

Has anyone ever been under the city of St Louis? Supposedly around 2nd street if you could look under cetain bridges you can see the remains of old buildings and layers of brick and possibly what used to be windows
covered by concrete and you almost can make out an old sign. Rumors St. louis had sunk or flooded and the city was re-built right on top of the original city?
Can anyone explain, or make a show?
