What actions, if any, can the U.S. take to curb these recent 'post-war' attacks on soldiers?

Since May 1, when President Bush announced the end of major operations in Iraq, 81 American soldiers have been killed (as of July 14, 2003). Recently, U.S. officials have warned the American public to expect more of these attacks on American soldiers over the next few months.
